Annex 1 - Description of BC benefits and measures 1.0 Purpose. 1.1 The purpose of this Annex to the Canada-British Columbia Labour Market Development Agreement ("LMDA") is to describe the programs and services, also referred to as benefits and measures that will be provided by British Columbia. Articles 1 and 14 of this amending Agreement will come into force on April 1, 2018. British Columbia agrees and recognizes that for fiscal year 2017-2018, Canada's contribution will only be paid to British Columbia for Costs of BC Benefits and Measures as defined in the Canada- British Columbia LMDA on April 1, 2017.
