The concept was made popular by webcomic xkcd who imagined programmers being driven to alcohol by the frustrating task of coding. When it comes to the effectiveness of Ballmer Peak, often times it depends how fast Ballmer Peak is the name (and subject) of the 323rd strip of the webcomic xkcd, published on October 1, 2007. The strip explains that, in the 1980s, Microsoft supposedly discovered that programmers will gain superior coding abilities if they have a blood-alcohol concentration between 0.129% and 0.138%. The comic plays with the fact that coding can be very tedious and frustrating, imagining Randall named the peak after Steve Ballmer, as if discovered by him; this references the analogously named Balmer peaks (with one L), and the idea that Steve Ballmer makes for an easy association of programming and alcohol. The peak of the curve occurs at a BAC of 0.1337%, which is a reference to leet.
